Irrespective of build date, a vessel to which this subchapter applies must meet 181.450 if it is operating on a Coastwise or Oceans route. Vessels must have an interconnected fire detection system installed in all enclosed areas where passengers and crew have routine access. An interconnected detection and alarm system must consist of multiple-station smoke detectors listed by an NRTL, or independent laboratory accepted by the Commandant according to 46 CFR subpart 159.010, as meeting UL 217; be installed such that the actuation of alarm in one area results in both audible and visual alarms in all areas required by 46 CFR 181.405(c) or 118.400(d) to be protected by the interconnected detection and alarm system; contain an independent power source; and alarm on low power. In systems and applications where flexible hoses are permitted to be clamped: double hose clamping is required where practicable. Single hose clamping was observed on the port and starboard raw water cooling to exhaust. //46 CFR 182.410(d)//

For a vessel described by 46 CFR 175.110(c), the training program in paragraph (a) of this section must address firefighting proficiency and must include, but need not be limited to—fire fighting drills and training, and emergency egress training. There were no records of the crew training. 46 CFR 185.420(b)

The number and identification of the lifesaving equipment items stowed inside, and their sizes, must be marked in clearly legible letters and numbers on each container for life jackets. Letters and numbers must be at least 2 in. high. The adult and child life jacket markings have missing letters on the stowage location. 46 CFR 185.604(f)

Portable fire extinguishers must be located so that they are clearly visible and readily accessible from the space being protected. The installation and location must be to the satisfaction of the Officer in Charge, Marine Inspection. The portable fire extinguisher near the operating station was not clearly visible and the label was on an adjacent stowage compartment. 46 CFR 181.520

A vessel must carry one floating water light. The water light attached to the ring buoy did not illuminate when actuated. The battery was replaced with an approved type and tested satisfactorily in the presence of the CG Marine Inspector. 46 CFR 180.70(d)

Each life jacket carried on a vessel on oceans route, must have a life jacket light approved in accordance with § 161.012 in subchapter Q of this chapter. One adult life jacket and two child life jackets did not have working lights. The adult received a satisfactory replacement light and the two child lifejackets were taken out of service. 46 CFR 180.75(a)

A vessel must comply with the applicable requirements for any radio... installations including the requirements for a station license and installation certificates to be issued by the Federal Communications Commission.. Vessel does not have an MF radio installed. Vessel must apply for FCC waiver to operate 20-100NM from shore with VHF and satellite phone. Vessel is restricted to 20NM from shore until waiver is granted.

Suitable covers, guards, or rails shall be installed in way of all exposed hazardous places such as gears, machinery, etc. Port and starboard shafts are not protected by a cover, guard or rail.

Exposed hazards such as gears and rotating machinery must be properly protected by a cover or rail. Port and stbd engines had exposed hazards.

Vessel must comply with FCC vessel safety certificate. Vessel's safety certificate expired. 46 CFR184.502

Vessel's life raft must be of float free arrangement. Hydrostatic release installed upside down. 46 CFR 180.130

Vessel must have mounted emergency instructions in the event of a fire. Vessel needs to post instructions for fixed extinguishing system. 46 CFR 185.510

All cable wires must be installed with metal supports to avoid chafing and damage. Bilge float alarm in lazarette has a junction box that is not mounted. Repair to satisfaction of Coast Guard Marine Inspector.

As appropriate for the intended voyage, a vessel must carry adequate and up to date charts. Vessel charts have not been updated in 4 years. Purchase new or update current charts.

Vessel restricted to operating within one nautical mile from shore. Vessel must comply with applicable FCC requirements. Master could not provide Marine Radio Operator Permit. 46CFR184.502

Vessel shall be provided with a satisfactory arrangement for draining any watertight compartment. Vessels gray water pump and associated line are inoperable. Repair to the satisfaction of the attending Marine Inspector. 46CFR182.25-1

Emergency broadcast placard was not posted by the radiotelephone. Post IAW 45 CFR 184.510 instructions.

Medical kit missing required items. Replace missing items or kit entirely.
