Starboard side between frame #43-46. This repair does not appear to meet class rules on conducting steel/hull repair. Vessel was not able to produce any documentation for this hull repair - ICLL P66 Annex I/Reg(1) - 16BC

In every cargo ship of 1600 gross tonnage and upwards, there shall be carried at least one motor life boat complying with the requirements of regulation 9 of this chapter. The vessel is outfitted with 02 lifeboats, however both lifeboats are not motor lifeboats. The vessel's gross tonnage is 5,726. Vessel is applicable to utilize resolution A.494(XII), revised interem scheme for tonnage measurement for certain ships for this SOLAS requirement. Vessel was unable to produce any documentation besides the ITC of 5,726 GT - 60 SOLAS III/Reg 8(6) - 16BC

The administration shall satisfy itself that the general structural strength of the ship is adequate for the draught corresponding to the freeboard assigned. During hull walk, PSCO discovered severe wastage on vessels port side above the deck line at frames 123, 112, and 102. A temporary repair was conducted in drydock in Haiti, however these repairs include welding multiple steel plates from the inside of vessels RO-RO deck over existing outside wastage on vessels hull. An additional area of wastage to vessels port side hull was discovered with no repairs, below ventilation #3 on vessels outside hull - ICCL Protocol 66 Annex I/Reg.1(A) - 17BC
