An adequately operating outboard to be provided. 46 CFR 94.10-5(e)(1)

A rescue boat & its installation shall be acceptable to the Officer in Charge, Marine Inspection, as suitable for the rescue of persons accidentally falling over the side, or for similar emergency purposes. The size, shape, installation, & other factors of suitability will be determined with due consideration of the size, arrangement, intended service, & crew requirements of the vessel on which it is to be installed. Vessels rescue boat did not adequately fit into stowage rack located on top of the pilothouse. Vessel shall make adjustments/modifications so that the rescue boat fits adequately into stowage rack on top of pilothouse w/in 30 days. 46 CFR 94.10-5(e)(1)

Life floats & buoyant apparatus must not be secured to the vessel except by the painter & by lashings which can be easily released or hydraulic releases. They must not be stowed in more than four tiers. When stowed in tiers, the separate units must be kept apart by spacers. Vessel did not have spacers for life floats located on top of pilothouse. Vessel shall install spacers in between the life floats w/in 14 days. 46 CFR 94.15-10(d)(7)

With the exception stated in paragraph (a)(2) of this section, it shall be the responsibility of the Master to assure himself that all exposed cargo hatches and other openings in the hull of his vessel are closed, made properly watertight by the use of tarpaulins, gaskets or similar devices, and in all respects properly secured for sea before leaving protected waters. Port & Stbd emergency escape hatches did not seal properly & require adjustments. Vessel shall make adjustments to Port & Stbd emergency escape hatches to ensure a proper seal w/in 14 days.

Vessel is unable to determine the maximum & minimum radius at which the boom may be safely used on the Port crane due to angle indicator missing. Vessel shall install angle indicator on the Port crane w/in 07 days.
