Tests and inspections of the lifesaving equipment shall be carried out during each inspection for renewal of certification and periodic inspection, and shall include, as applicable, a demonstration of — (1) The proper condition and operation of the survival craft and rescue boat launching appliances at loads ranging from light load to full load. Multiple crew members were required to manipulate falls and remote brake release wires during lowering and retrieval of lifeboats #1 and #4. Additionally, lowering speed of lifeboats is in question which measured at approximately .03 meters per second (6 feet per minute). Demonstrate satisfactory tests of launching appliances to satisfaction of MI prior to vessel operations. 46 CFR 199.45(b), 705c

Acceptance of lifesaving appliances and arrangements will remain in effect unless—(1) The OCMI deems their condition to be unsatisfactory or unfit for the service intended. During follow-on inspection, lifeboat davits #2 and #3 were found with falls chaffing against the davit structure as a result of insufficient clearance at the davit pedestal on #2 and aft pad eye bracket where the falls terminate on #3. Due to the observed condition, the following restrictions are applied until repairs are made to the satisfaction of the OMCI: - Vessel is required to lock/tag out davits #2 and #3 to prevent inadvertent use - Vessel is limited to carry 186 total persons onboard (including crew) 46 CFR 199.40(f)(1)

The controls must be suitably protected against accidental operation and against tampering and must be suitably marked. Fuel Oil Purifiers did not have remote stops.
