A visual indicator must be provided at the operating station to indicate when any automatic bilge pump is operating. Port and Starboard automatic bilge pump visual indicator at the operating station in non-operable. Make permanent repairs and prove proper operation to the attending CG Marine Inspector. 46CFR182.530(c)

The Preventative Maintenance Plan (PMP) should include an inventory of all rigging components, including the age of component, size, type of material, and a replacement schedule for all rig components based on inspection results, service history, and manufacturer or designer recommendations. 46CFR177.202

Sail rig aloft inspections are not completed as documented on the vessels Preventative Maintenance Plan PMP as follows: Close inspections aloft conducted by Captain or experienced Crew Member. Checking for missing cotter pins, parted strands on shrouds or stays, splits in swage tails and furling system and halyard attachments. Complete and document maintenance IAW PMP. 46CFR177.330

Except when in the judgment of the cognizant OCMI the operation of a vessel does not present one of the hazards listed, the emergency instruction placard should contain at least the applicable portions of the “Emergency Instructions” listed in § 185.512. The emergency instructions must be designed to address the particular equipment, arrangement, and operation of each individual vessel. The vessel's emergency instructions do not address sail rig equipment and steps that must be taken during an emergency and/or hazardous situation while conducting sailing operations. 46CFR185.510

An inspection for renewal of a Certificate of Inspection is conducted to determine if the vessel is in satisfactory condition, fit for the service intended, and complies with all applicable regulations. It normally includes inspection and testing of the structure, machinery, equipment, and on a sailing vessel, rigging and sails. The owner or operator must conduct all tests as required by the OCMI, and make the vessel available for all specific inspections and drills required by subpart H of this part. In addition, the OCMI may require the vessel to get underway. (b) You must submit your written application for renewal of a Certificate of Inspection to the OCMI at least 30 days prior to the expiration date of the Certificate of Inspection, as required in § 176.105 of this part. COI expired on 18OCT2022. Owner was instructed on 21OCT2022 to not carry passengers until a satisfactory inspection was completed. Owner has been operating with passengers as of this date. COI renewal inspection is now scheduled for 09NOV2022. 46 CFR 176.404

Repairs or alterations to the hull, machinery, or equipment that affect the safety of the vessel must not be made without the approval of the cognizant OCMI, except during an emergency. The owner or managing operator shall submit details of any proposed alterations to the cognizant [name withheld] are not required to be submitted for repairs or replacements in kind. The OCMI may require an inspection and testing whenever a repair or alteration is undertaken. The SWEET LIBERTY is outfitted with a three point rigging system. The shrouds are split with a rig tensioner to facilitate removing the flopping or slap in the leeward shroud when tacking. The marine inspector identified a stress point and tension on the port and starboard shroud clevis pins at the attachment to the chain plate. The owner removed the clevis pin for visual inspection and fractures were identified on the end of the clevis pin in the vicinity of the cotter pin attachment. Additional grooving and pitting was observed on the body of the clevis pin. Replace clevis pins and contact USCG for re-inspection once replaced. 46 CFR 176.700

In accordance with 46 CFR 185.602, the subject vessel is required to have draft marks or loading marks. This was indicated on the June 25, 2014 MSC revised stability letter H1-1402245. Per the approved stability letter: A minimum freeboard of at least 4 feet 2 inches to the main deck at amidships must be maintained. This corresponds to a maximum midship draft of 2 feet 3 inches, measured to the bottom of the keel, and 10 inches measured to the design waterline. Amidships is located 26 feet 6 inches aft of the bow. Provide loading marks in accordance with the dimensions listed on the stability letter. 46 CFR 185.602

The cognizant OCMI may require that a vessel and its equipment undergo any additional test or inspection deemed reasonable and necessary to determine that the vessel and its equipment are suitable for the service in which they are to be employed. Vessel does not have a Preventative Maintenance Plan (PMP)and could not provide documentation of a recent rigging inspection. No routine or prescriptive maintenance regarding sail rigging could be provided. Coast Guard inspectors have provided guidance and templates of PMPs to owner over the past year for implementation. Prior to carrying passengers, have a 3rd party rigging inspection to include aloft inspection and submit a draft PMP to Coast Guard DDO Fort Myers for review

Deck rails must be designed to withstand 200 pounds applied at any point. Port quarter hand rail is loose as evident by 02 missing deck bolts. Repair to satisfaction of a Marine Inspector.

A vessel must carry one floating waterlight, waterlight for ring life buoy is inoperable. Restricted to daylight operations only until rectified.

The marine employer must have a sufficient number of alcohol test devices. No alcohol testing kits are onboard.

All cable and wires must be installed with metal supports, spaced not more than 24 inches apart. Electrical wire for running light on starboard void is laying along bilge, properly secure.

A suitable metal marine type strainer, must be fitted in the fuel supply line. Fuel filter installed has plastic drip tray.

A vessel must carry adequate and up to date, Coast Pilot [name withheld] List and Tide Tables. Provide updated listed publications for navigation area.

Hydrostatic release unit for the EPIRB expired October 2020. Replace with new unit.

Provide proof of obtaining Marine Operator [name withheld] for capatain's onboard and obtain new Safety Certificate from FCC

Provide Proof of vessel logs being recorded and maintained for drills and EPIRB.

Provide Coast Pilot and update charts

Provide posted Emergency Instructions for fire, rough weather and man overboard.

Hull impact to port catamaran from allision to dock corner.

A-frame is cracked and requires replacement.
