An inspection for renewal of a Certificate of Inspection is conducted to determine if the vessel is in satisfactory condition, fit for the service intended, and complies with all applicable regulations. It normally includes inspection and testing of the structure, machinery, equipment, and on a sailing vessel, rigging and sails. The owner or operator must conduct all tests as required by the OCMI, and make the vessel available for all specific inspections and drills required by subpart H of this part. In addition, the OCMI may require the vessel to get underway.
(b) You must submit your written application for renewal of a Certificate of Inspection to the OCMI at least 30 days prior to the expiration date of the Certificate of Inspection, as required in § 176.105 of this part.
COI expired on 18OCT2022. Owner was instructed on 21OCT2022 to not carry passengers until a satisfactory inspection was completed. Owner has been operating with passengers as of this date. COI renewal inspection is now scheduled for 09NOV2022.

Repairs or alterations to the hull, machinery, or equipment that affect the safety of the vessel must not be made without the approval of the cognizant OCMI, except during an emergency. The owner or managing operator shall submit details of any proposed alterations to the cognizant [name withheld] are not required to be submitted for repairs or replacements in kind. The OCMI may require an inspection and testing whenever a repair or alteration is undertaken.
The SWEET LIBERTY is outfitted with a three point rigging system. The shrouds are split with a rig tensioner to facilitate removing the flopping or slap in the leeward shroud when tacking. The marine inspector identified a stress point and tension on the port and starboard shroud clevis pins at the attachment to the chain plate. The owner removed the clevis pin for visual inspection and fractures were identified on the end of the clevis pin in the vicinity of the cotter pin attachment. Additional grooving and pitting was observed on the body of the clevis pin.
Replace clevis pins and contact USCG for re-inspection once replaced.

In accordance with 46 CFR 185.602, the subject vessel is required to have draft marks or loading marks. This was indicated on the June 25, 2014 MSC revised stability letter H1-1402245. Per the approved stability letter: A minimum freeboard of at least 4 feet 2 inches to the main deck at amidships must be maintained. This corresponds to a maximum midship draft of 2 feet 3 inches, measured to the bottom of the keel, and 10 inches measured to the design waterline. Amidships is located 26 feet 6 inches aft of the bow.
