For each 2100 gallons or part there of any class 3 flammable or combustible liquids being transported on board a vessel in a portable tank there must be provided a fire hose fitted with an approved portable mechanical foam nozzle with a pick up tube suitable for it's use. The pick up tube used in combination with the approved nozzle was malfunctioning, rendering the suction inadequate for use.
