PSCO discovered non-approved piping modifications to the oily water separator suction and discharge piping. PSCO discovered oily residue inside of the discharge piping for the oily water separator and at the overboard discharge valve. Crew removed the original oily water separator unit and installed a used oily water separator unit without Flag State approval. No OCM installed on OWS.
