If a hydrostatic release unit is used in the float free arrangement, it shall be such that each part connected to the painter system has a strength of not less than required for the painter. MI found seven life rafts onboard arranged with incorrect hydrostatic release units for small rafts 4-12 persons outside of SOLAS regulation. The life rafts onboard are for 16 and 25 persons. Install and arrange rafts with SOLAS approved hydrostatic release units to the satisfaction of the attending MI. 74 SOLAS (97) III/38.6.3.7

Oil filtering equipment shall be of a design approved by the administration and shall be such as will ensure that any oily mixture discharged through the system has an oil content not exceeding 15 PPM. OWS testing requires hose to be installed on discharge line fitting to see visible water that has passed through the 3-way valve for verification purposes. The connection allowed the possibility of discharge of oily mixtures of greater than 15 PPM if a hose was connected to the fitting. One way valve to be installed on test fitting. The statutes relating to inspection of public vessels are primarily contained in 46 U.S.C. 2101(24) and 2109. a. 46 U.S.C. 2101(24) defines a public vessel as one that "is owned, or demise chartered, and operated by the United States Government or a government of a foreign country; and…is not engaged in commercial service." The THOMAS G. THOMPSON is owned by the United States Navy (Office of Naval Research), operated by the University of Washington, and is not engaged in commercial service. U.S. Navy and National Oceanic and Atmospheric Administration (NOAA) vessels as defined in 46 U.S.C. 2101(24) operated for oceanographic research are not required to be inspected and certificated by the Coast Guard. However, such vessels may be inspected and certificated upon request by the parent agency and upon an “interagency agreement to this effect.” Without an interagency agreement, the Coast Guard does not have authority to conduct inspections, or casualty investigations on the THOMAS G. THOMPSON. You are required to "establish" an interagency agreement between the Office of Naval Research (ONR) and the United States Coast Guard no later than December 22, 2022, when vessel's Certificate of Inspection expires. Failure to establish an interagency inspection agreement with the Coast Guard prior to the Certificate of Inspection(COI) expiring will result in the vessel being deactivated in the Coast Guard's database. In addition, Coast Guard Sectors Puget Sound and Columbia River will not conduct COI renewal inspections without an interagency inspection agreement. The THOMAS G. THOMPSON does not need a COI to operate as a Government owned Oceanographic Research Vessel. Failure to establish an inspection agreement will not limit vessel operations. It is our understanding that the Office of Naval Research owns several research vessels that are operating in a similar manner. It would be beneficial to enter all ONR owned research vessels under the same interagency agreement. If you disagree with this decision you may ask for reconsideration, or appeal this decision in accordance with 46 CFR 1.03-20.

Parts have been ordered with a long lead time. Complete repairs at next dockside availability in Seattle scheduled for 02 OCT 2021, but not later than 31 OCT 2021. Vessel may operate in accordance with the document titled, (Additional Information on Electrical Load Analysis for R/V Thomas G. Thompson), Submitted to the Coast Guard by the vessel operator on 08 AUG 2021.

Noticed at least 4 fire doors (2 in the galley, 1 in the stairwell, and 1 near the engineroom) that did not self close. Resolution: We agree that load line was painted incorrectly after our recent shipyard. I was able to get a pint of paint from the shipyard and the crew will paint over the additional freshwater mark to match the Load Line Certificate. They well rectify with ABS.
