A vessel is inspected for compliance with the standards required by this subchapter. Machinery, equipment, materials, and arrangements not covered by standards in this subchapter may be inspected in accordance with standards acceptable to the cognizant OCMI as good marine practice. The lever to deploy the MES is located well above the weather deck and requires crew to stand on a ladder in order to deploy the system. This arrangement puts the crew member well over the railing height and in danger of falling overboard in rough weather. Within 30 days, provide a plan to mitigate the risks currently associated with deploying the MES or a plan to replace the current system.
Subchapter K requires a marine evacuation system used for embarkation of survival craft to meet 46 CFR 160.175 standards. That standard is no longer listed in the CFR. Without clear guidance on the requirements for the MES, the OCMI will attempt to use good marine practice proposed by the operator to address the above safety issue.
