The owner or managing operator shall submit drawings, sketches, or written specifications describing the details of any proposed alterations to the cognizant [name withheld] alterations must be approved by the OCMI before work is started. Drawings are not required to be submitted for repairs or replacements in kind. The OCMI may require an inspection and testing whenever a repair or alteration is undertaken. Vessel notified SEC Mobile that they have swapped engines and shafts. The new engines do not appear to be replacement in kind; therefore you must request a replacement in kind determination and if not in-kind: submit plan review to verify the installation meets current laws and regulations. Submissions should include drawings, sketches, or written specifications to include vessel's machinery arrangement, specification sheets for the main diesel engines and shafts, and any additional modifications to the vessel to include exhaust, piping, electrical, etc. Once approved, request attendance from a marine inspector to validate installation and satisfactory operation.

PROPULSION MACHINERY SHALL BE SUITABLE IN TYPE AND DESIGN FOR PROPULSION REQUIREMENTS OF THE HULL OF WHICH IT IS INSTALLED AND CAPABLE OF OPERATING AT CONSTANT MARINE LOAD. VESSEL STARBOARD SHAFT WAS OBSERVED TO HAVE EXCESSIVE SHAKING/SWAYING, LIKELY DUE TO A WORN OUT BEARING. 46 CFR 182.05-1

A VESSEL MUST BE PROVIDED WITH BILGE PUMPS IN ACCORDANCE WITH TABLE 182.520(a). VESSEL'S BILGE PUMP IN THE AFT STEERING COMPARTMENT FAILED TO OPERATE. BILGE PUMP IN ENGINE ROOM WAS UNABLE TO BE TESTED DUE TO EXCESSIVE OIL AND DEBRIS IN THE BILGE. 46 CFR 182.520(a)(e)

ON A VESSEL OF AT LEAST 26 FEET IN LENGTH, A VISUAL AND AUDIBLE ALARM MUST BE PROVIDED AT THE OPERATING STATION TO INDICATE HIGH WATER LEVEL. VESSEL'S HIGH WATER ALARM IN THE AFT STEERING COMPARTMENT FAILED TO OPERATE.

SHUTOFF VALVES INSTALLED SO AS TO CLOSE AGAINST THE FUEL FLOW SHALL BE FITTED IN THE FUEL SUPPLY LINES, ONE AT THE TANK CONNECTION, AND ONE AT THE ENGINE. ONE OF THE SHUTOFF VALVES LOCATED AT THE TANK FAILED TO OPERATE. 46 CFR 182.20-40 (b)(3)

AT EACH INSPECTION FOR CERTIFICATION AND AT EVERY OTHER VESSEL INSPECTION THE BILGES AND OTHER SPACES MAY BE EXAMINED TO SEE THAT THERE IS NO EXCESSIVE ACCUMULATION OF OIL, TRASH, DEBRIS. VESSEL WAS FOUND TO HAVE EXCESSIVE OIL AND DEBRIS IN THE ENGINE ROOM BILGE. 46 CFR 176.830(b)

ALL VESSELS MUST HAVE NAVIGATION LIGHTS THAT ARE IN COMPLIANCE WITH THE APPLICABLE SECTIONS OF THE INLAND NAVIGATION RULES. VESSEL'S STERN LIGHT WAS INOPERATIVE.

AT LEAST ONE RING LIFE BUOY MUST BE FITTED WITH A LIFELINE. THE LIFELINE ATTACHED TO THE VESSEL'S LIFEBUOY NEAR THE PILOT HOUSE WAS FOUND TO BE DETERIORATING. 46 CFR 180.70(c)

AN ADULT LIFEJACKET MUST BE PROVIDED FOR EACH PERSON CARRIED ON BOARD A VESSEL. VESSEL IS REDUCED TO CARRYING 39 PASSENGERS UNTIL A SUFFICIENT AMOUNT OF PFDS CAN BE PROVIDED FOR THE TOTAL PERSONS ON BOARD PER THE VESSEL'S COI. 46 CFR 180.71

CABLES ENTERING BOXES OR FITTINGS SHALL BE PROTECTED FROM ABRASION. GENERATOR'S MAIN POWER CABLES WERE NOT PROVIDED WITH PROPER STUFFING TUBES. 46 CFR 183.10-20 (f)

FLEXIBLE NONMETALLIC HOSE MAY BE USED IN LUBE OIL, FUEL OIL, AND FLUID POWER SYSTEMS, SUBJECT TO THE FOLLOWING REQUIREMENTS: FLEXIBLE HOSE MUST BE FABRICATED WITH AN INNER TUBE AND A COVER OF SYNTHETIC RUBBER REINFORCED WITH WIRE BRAID. GENERATOR FUEL HOSE WAS FOUND TO HAVE SEVERAL CUTS ALONG WITH RUSTED INNER WIRE BRAIDING AND MUST BE REPLACED. (NEW FLEXIBLE HOSE MUST MEET SAEJ-1942 OR USCG A1, A2, B1, OR B2 FLEXIBLE HOSE) 46 CFR 182.720(e)(3)

AT EACH INSPECTION FOR CERTIFICATION AND AT EVERY OTHER VESSEL INSPECTION, QUARTERS, TOILET AND WASHING SPACES, AND SIMILAR SPACES MAY BE EXAMINED TO DETERMINE THAT THEY ARE SERVICEABLE AND IN SANITARY CONDITION. VESSEL'S SEWAGE HOLDING TANK WAS FOUND TO HAVE AN OPENING AROUND THE PIPING ALLOWING GASES TO ESCAPE ALONG WITH LEAKS IN THE PIPING FROM THE TOILETS TO THE TANK. 46 CFR 176.25-45(a)

Vessel lapsed on getting annual inspection during inspection window, 3 months before or after each anniversary date. Schedule and sucessfully complete annual inspection.

EACH OPENING IN AN EXPOSED WEATHERDECK MUST HAVE A MEANS FOR CLOSING IT WEATHERTIGHT. SCUTTLES LEADING INTO THE AFT STEERING SPACE AND FUEL TANK COMPARTMENTS WERE FOUND TO BE NOT WEATHERTIGHT. 46 CFR 171.122(f)

Where flexible nonmetallic hose is permitted for use in piping systems by this section, it must meet SAE J–1942 or be specifically approved by the Commandant. Machinery, equipment, materials, and arrangements not covered by standards in this subchapter may be inspected in accordance with standards acceptable to the cognizant OCMI as good marine practice. Fuel hose on starboard main engine needs to be replaced.

VESSEL DID NOT UNDERGO A DRYDOCK INSPECTION AND SHALL NOT OPERATE UNTIL AN INSPECTION IS COMPLETED TO THE SATISFACTION OF A COAST GUARD MARINE INSPECTOR.
