Each fibrous glass reinforced plastic (FRP) vessel built after July 11, 1973 must have hull, structural bulkheads, deck, or deckhouses constructed with fire retardant resins laminates of which have been demonstrated to meet military specification MIL-R-21607. The original vessel file indicates the vessel was constructed with general purpose resin and met the equivalencies set forth in NVIC 8-87 to obtain certification, including installation of non-combustible panels on all boundaries that separate machinery spaces from accommodation spaces. The non-combustible panels on the engine compartment overhead are missing and/or unservicable. Line the overhead of the engine compartment with non-combustible panels or insulation approved by 46 CFR 164.009 prior to April 1, 2025 or the beginning of the vessel's 2025 operating season, whichever is first.
