GENERAL ARRANGEMENT AND OUTFITTING. Vessels fire control plan did not match arrangement of vessel. 3rd deck fwd. Port side head on FCP is now a storeroom.

A vessel must be operated IAW applicable laws and regulations in such a manner with adequate precaution against hazards tha tmight endanger the vessel and persons being transported. 02 deck fire station had items stored on, and fwd main deck STBD fire station was blocked by chairs nd cleaning gear.

Electrical euqipment on a vessle must be installed to: (b) protect passengers, crew, other persons, and the vessel from electrical hazard. Hold deck FWD a damaged power strip hooked to another power strip with refer and microwave plugged into.

Watertight integrity (d) weathertight door must be provided for each opening in a deck house. Weathertight doors around vessel are not weathertight. Provide plan to Make repairs and test to verify weathertight.

General Safety Provisions (d) All electrical equipment and circuts must be clearly marked and identified. Vessel has control switch located in hold space that is unmarked, operation unknown. Find out what switch operates and mark

Fire control boundaries (a)(vi) Penetrations in C-Class bulkhead must be constructed so as to preserve the smoke-tight integrity of the boundary. Door in hold deck had sign indicating keep closed, door was propped open with persons in area. Train crew to close door

Since the long ongoing maintenance period since Jan 2024 and the hurried completion of the drydock, the main deck new carpet and finishing has not been completed and inspected, Except for fire and safety hazards, the main deck will be restricted from carrying passengers until all items are corrected. Any dockside events will require suitable means to prevent passengers from getting on the main deck.

Prior to the Galley on the first and second deck being put back into service all equipment shall be correctly installed and operational, also each galley shall be cleaned for food servicing.

§ 61.20-3 Main and auxiliary machinery and associated equipment, including fluid control systems. (a) At each inspection for certification and periodic inspection the marine inspector must conduct such tests and inspections of the main propulsion and auxiliary machinery and of its associated equipment, including the fluid control systems, as they feel necessary to check safe operation. (b) Remote control for the means of stopping machinery driving forced and induced draft fans, fuel oil transfer pumps, fuel oil unit pumps, and fans in the ventilation systems serving machinery and cargo spaces must be tested at each regular inspection for certification and periodic inspection. With the new propulsion drive system installed for the paddle wheel (Gear boxes vs the old chain drive) this system requires testing and verification by the Coast Guard during underway trials prior to this vessel getting underway carrying passengers.

§ 115.814 Steering systems. At each initial and subsequent inspection for certification the owner or managing operator shall be prepared to test the steering systems of the vessel and make them available for inspection to the extent necessary to determine that they are in suitable condition and fit for the service intended. Servo-type power systems, such as orbitrol systems, must be tested and capable of smooth operation by a single person in the manual mode, with hydraulic pumps secured. Currently the rudder pins associated with the rudder arm and hydraulic control piston plus the jockey bar between rudders are worn and are in need of new bushings and pins. The CSO or VSO must ensure an audit of the VSP is performed annually. The last security audit was completed 08Aug19. Vsl shall complete audit of VSP. 33CFR104.415((b)

Holdbacks hooks are not allowed. Vsl had holdback/door stopper on A-60 boundary. Vsl shall remove holdback.46CFR116.435(c)(6)(ii)

A door in a fire control boundary must be capable of operation from either side by one person. Door in fire boundary had a lock. Vsl shall remove lock as required.46CFR116.435(b)

Door must be made of rigid construction. Multiple doors had small holes from hanging signage. Vessel shall ensure the construction of the door is at the standard required. 46CFR116.435(b)(5)

Penetrations in A-class boundaries for electrical cables must be constructed to prevent the passage of flame and smoke for one hour. 46CFR116.415(a)(2)(ii)

Propulsion machinery must be suitable in type and design for propulsion requirements of the hull in which it is installed and capable of operating at constant marine load under such requirements without exceeding its designed limitations. Vessel experienced a paddlewheel drive chain system problem/failure. Rectify issue and notify USCG for testing/ sea trials.

Make proper and permanent repairs to the center rudder which is currently not operating properly when rudder commands are given. The vessel may not get underway with passengers nor move under its own power until repairs have been made and inspected by the USCG Marine Inspector. To move the vessel a dead ship tow request must be submitted and approved prior to movement in the Port. A root cause analysis must also be submitted to document the cause of this rudder failure and steps taken to prevent it in the future. All rudders will be required to be dropped and inspected to make sure a similar problem does not exist with them.

CITY OF NEW ORLEANS reported a clicking sound in their paddle wheel engine, upon inspection they found a cracked roller bearing. Replace or repair, to the satisfaction of CG inspector.

For the third time this vessel must be dry docked for keel cooler issues with leaking. The leaking keel cooler must be repaired and tested with USCG presence for testing. Testing must be in the dry dock and then again when the vessel is placed back in the water. Testing to be coordinated with the assigned attending marine inspector. The vessel is not permitted to sail with passengers until the repairs have been made and inspected by the USCG. This requirement has a 14 day time limit for repairs.
