vessel's marine sanitation device failed because the pump that draws sewage onto the tank is missing, the vessel has blanked off the pipe that leads to where the pump was and have diverted the sewage directly overboard. vessel is to close and lock overboard discharge valve and maintain records and receipts of sewage discharges to reception facilities and/or trucks.
