At each inspection for certification and at every other vessel inspection all observed unsafe practices, fire hazards, and other hazardous situations must be corrected and all required guards and protective devices must be in satisfactory condition. Identified the following conditions requiring correction: Install machinery guard over rotating machinery on starboard propulsion engine. Install blanks in the engine room breaker panel to prevent electrical shock. Reinstall relief valve hose on hot water heater. Replace (2) floating light brackets on life floats so that the light is secured without using zip ties. Replace the expired contents within the first aid kit. 46CFR176.830

Each survival craft, rescue boat, and launching appliance must be visually inspected to ensure its readiness for use. Monthly inspections. Each survival craft, rescue boat, and launching appliance on a vessel must be inspected monthly, using the manufacturer's instructions to make sure it is complete and in good order. Maintenance for life float systems not documented. Conduct and document weekly and monthly survival craft inspections. 46CFR185.720 46CFR185.722

As appropriate for the intended voyage, a vessel must carry adequate and up-to-date:(1) Charts of large enough scale to make safe navigation possible;(2) U.S. Coast Pilot or similar publication;(3) Coast Guard Light List;(4) Tide tables; and(5) Current tables, or a river current publication issued by the U.S. Army Corps of Engineers or a river authority.(b) Extracts from the publications listed above for the areas to be transited may be provided instead of the complete publication. Update navigation publications. 46CFR184.420

Each vessel must have adequate emergency lighting fitted along the line of escape to the main deck from all passenger and crew accommodation spaces located below the main deck.(b) The emergency lighting required by paragraph (a) of this section must automatically actuate upon failure of the main lighting system. Emergency lighting switches are capable of being secured from each individual light fixture, rendering the light non-operable when power is lost. Make permanent repairs to ensure emergency lighting is functional upon loss of power. 46CFR183.432

Monitoring device to ensure the wakefulness of the watchmen is non-functioning for the mess deck accommodation space. Make permanent repairs to the monitoring device for the mess deck.

Each floating waterlight must be approved in accordance with § 161.010 in subchapter Q of this chapter, or other standard specified by the Commandant, including, but not limited to, approval series 160.110. Floating waterlight for the starboard side ring life buoy is not sealed. Repair or replace. 46CFR180.70

The cognizant OCMI may require that a vessel and its equipment undergo any additional test or inspection deemed reasonable and necessary to determine that the vessel and its equipment are suitable for the service in which they are to be employed. Rescue platform breaks the surface of the water when deployed. Make permanent alterations to rescue platform, so that is doesn't break the surface of the water. 46CFR176.840

On a vessel of at least 7.9 meters (26 feet) in length, a visual and audible alarm must be provided at the operating station to indicate a high water level in each of the following normally unmanned spaces. Visual indicator lights for bilge system is not permanently labeled in the wheel house. Properly label the indicator lights for bilge system in the wheel house. 46CFR182.530

The emergency instruction placard should contain at least the applicable portions of the “Emergency Instructions” listed in § 185.512. The emergency instructions must be designed to address the particular equipment, arrangement, and operation of each individual vessel. Vessel is missing emergency instructions at the operating station. Post emergency instructions at the operating station. 46CFR185.510

Each ship transporting more than six passengers for hire equipped with a radiotelephone station in accordance with Part III of Title III of the Communications Act must carry a radio operator who meets the following requirements: The radio operator must hold a marine radio operator permit or higher class license. Vessel does not have a radio operator. Provide evidence of Marine Radio Operator Permit to the USCG. 47CFR80.159(e)

The maximum number of passengers allowed on an upper deck must be indicated by a durable marking of at least 25 millimeters (1 inch) numbers and letters at the entranceway to that deck. Upper deck not marked for max passengers. Mark upper deck for max passengers. 46CFR185.602

On the ring life buoy, a vessel must carry one floating waterlight. Each floating waterlight must be attached to the lanyard with a corrosion-resistant clip. The clip must have a strength of at least 22.7 kilograms (50 pounds), and allow the waterlight to be quickly disconnected from the ring life buoy. The floating waterlight battery is expired, and corrosion resistant clip in non-functional. Replace floating waterlight battery and corrosion resistant clip. 46CFR180.70(d)

An OCMI acceptable rescue boat is required or the vessel must be sufficiently maneuverable, arranged, and equipped to allow the crew to retrieve a helpless person from the water (approximate freeboard of less than 2 feet), with the recovery capable of being observed from the operating station. Vessel does not have a rescue boat, or approved rescue platform. IAW MPS-WI-SECSP(spi)-14, submit a rescue platform fabrication plan as an alternative to a rescue boat. Update the vessel'semergency instructions to include procedures for use of the rescue platform. 46CFR180.210

Each vessel certificated to operate on an oceans route in warm water must be provided with life floats of an aggregate capacity that will accommodate at least 100% of the total number of persons permitted on board. The port side, 22 person capacity life float has deteriorated netting that has failed. Replace the life float netting to the life float manufacturer specifications, to the satisfaction of the attending CG Marine Inspector. Vessel route is restricted to not more than three (3) miles from land and not more than twenty (20) miles from a harbor of safe refuge until rectified. 46CFR180.202

Each vessel certificated to operate on an oceans route in warm water must be provided with life floats of an aggregate capacity that will accommodate at least 100% of the total number of persons permitted on board. The starboard side, 25 person capacity life float has deteriorated netting that has failed, and is missing the CG approval placard. Replace the life float netting to the manufacturers specifications and prove that the life float meets the requirements of subpart 160.010, to the satisfaction of the attending CG Marine Inspector. Vessel may operate IAW the routes and conditions specified on the COI, with a reduced passenger count of 19, and total persons onboard of 22, until rectified. 46CFR180.202

Each vessel certificated to operate on an oceans route in warm water must be provided with life floats of an aggregate capacity that will accommodate at least 100% of the total number of persons permitted on board. The electric floating waterlight battery for the port and starboard life float is expired. Replace the electric floating waterlight battery for the port and starboard life float. 46CFR180.202

On port & starboard life floats, the float free link certified by the manufacturer must have a corrosion resistant, waterproof tag attached with the information contained in 46CFR160.073-20. Replace the port and starboard float free links to include a corrosion resistant, waterproof tag attached with the information contained in 46CFR160.073-20. 46CFR160.073-20

The electric hot water heater located in the engine compartment is excessively corroded on the bottom seam of the pressure vessel. Replace the electric hot water heater in kind. 46CFR176.830

A portable hand bilge pump must be:(1) Capable of pumping water, but not necessarily simultaneously, from all watertight compartments; and(2) Provided with suitable suction hose capable of reaching the bilge of each watertight compartment and discharging overboard. Portable hand bilge pump suction/discharge hose is not of sufficient length to dewater the spaces. 46CFR182.520

Each device must have a placard suitable for posting on which is printed the operating instructions, safety precautions, and warnings pertinent to the device. The size of the letters printed on the placard must be one-eighth of an inch or larger. The marine sanitation device is missing operating instructions and the overboard discharge valve is not in the locked position. Post operating instructions and properly lock the overboard discharge valve in the locked position when not in use. 33CFR159.57

The discharge ends of fuel tank vent pipes must be fitted with removable flame screens or flame arresters. The flame screens must consist of a single screen of corrosion resistant wire of at least 30 × 30 mesh. The flame screens or flame arresters must be of such size and design as to prevent reduction in the net cross sectional area of the vent pipe and permit cleaning or renewal of the flame screens or arrester elements. Fuel tank vent piping does not have flame screens or arrester elements. Install flame screens or arrester elements. 46CFR182.450

Vessel was identified as having potential damage from Hurricane IAN. Prior to conducting repairs, contact the local USCG Marine Inspections office and submit a repair proposal for approval. Vessel is not permitted to return to commercial service until cleared by a USCG Marine Inspector.

FCC Safety Radio Certificate expired 11MAR2021, restricted to 1,000 feet from shore until rectified.

Update expired items in the first aid kit, eye wash and antiseptic ointment.
