Means shall be provided whereby normal operation of propulsion machinery can be sustained or restored even though one of the essential auxiliaries becomes inoperative. Special consideration shall be given to the malfunctioning of the fuel oil supply systems for boilers or engines. PSCO observed the fuel supply filter bank had a seized valve designed to switch between filters with the engine operating. This caused the crew's inability to correct a loss of fuel pressure and resulted in a loss of propulsion. 74SOLAS(04)II-1/26.3.4 17ac
