The routine maintenance of the oily water separating equipment and the bilge alarm must be clearly defined by the manufacturer in the associated operating and maintenance manuals. All routine and repair maintenance must be recorded. Oily water separator system had leak from backflow preventer, a filter that needed replacing, and a valve missing a valve handle. The pre-discharge time delay protecting OWS room was not accurate within +20% of its 30 second rating as required by the manufacturers instructions. Time delay went off at 40 seconds when tested. Replace time delay by an approved servicing technician with a retest to be witnessed by a marine inspector. 46 CFR 91.25-20(a)(2).
