Conduct a man-over drill under sail in the presence of a Coast Guard Marine inspector, prior to carrying passengers under sail.

Starboard aft lifeline wire is broken. Replace stbd aft lifeline.

Floating water light on lifering has a new, but expired battery. Replace battery to the satisfaction of attending CG marine inspector.

Conduct and log man overboard, fire, and abandon ship drills with newly reported crewmembers and every 3 months. Provide Coast Guard Marine Inspector objective evidence (log book) of drills conducted.

Diesel and gasoline storage containers were found unsecured in an unauthorized storage location. Remove unnecessary fire hazard from keg room

Distress flares were found expired. Ensure required amount of distress flares (12 total) are on board

Current Certificate of Inspection must be posted on board.

FCC Station license was found expired. Provide copy and post updated/current FCC radio station license

Fuel shut off was discovered to be loose and not representing the correct position. Repair remote fuel shutoff and ensure crew are properly trained in its operation.

An adult life jacket must be provided for each person carried on board a vessel. One life jacket was found to be unserviceable. Replace life jacket to the satisfaction of the attending marine inspector.

Hazardous/flammable liquids were stored below the main deck in the vicinity of the birthing area. All observed unsafe practices, fire hazards, and other hazardous situations must be corrected to the satisfaction of the attending marine inspector.

As appropriate for the intended voyage, a vessel must carry adequate and up-to-date charts of large enough scale to make safe navigation possible. ENC's (Electronic Navigation Charts) may be used in lieu of official paper charts if they meet the IHO's (International Hydrographic Organization) ENC definition and the relevant standards and specifications. The display of NOAA ENCs®,USACE IENCs, and ENCs issued by a river authority or by the authority of a foreign government meets the chart carriage requirements. Please review NVIC 01-16(Ch1) for compliance of current ENC and its display. Compliance with ENC display/chart (as well as required back-up)requirements and/or official paper charts must be approved by attending Marine Inspector.

A submersible electric bilge pump may be used only on a vessel of not more than 65 feet in length carrying not more than 49 passengers,provided that: The pump is listed by an independent laboratory as meeting the requirements in UL 1113;the pump is used to dewater not more than one watertight compartment;the pump is permanently mounted;The pump is equipped with a strainer that can be readily inspected and cleaned without removal; The pump discharge line is suitably supported; the opening in the hull for the pump discharge is placed as high above the waterline as possible; a positive shutoff valve is installed at the hull penetration; and the capacity of the electrical system, including wiring, and size and number of batteries, is designed to allow all bilge pumps to be operated simultaneously. Current pump was not proven to meet UL 1113. Provide proof of meeting UL 1113 or install appropriate pump to attending Marine Inspectors approval.

The owner or managing operator shall instruct each crew member, upon first being employed and prior to getting underway for the first time on a particular vessel and at least once every three months, as to the duties that the crew member is expected to perform in an emergency. Crew were not instructed on the use of hand dewatering pump. Crew training shall be logged or otherwise documented with the date of the training; and general description of the training topic to the approval of an attending Marine Inspector

The emergency instructions must be designed to address the particular equipment, arrangement, and operation of each individual vessel. Emergency instructions posted did not follow the actual actions of the ship's crew in case of a Man Overboard (MOB). MOB instruction made note of crew member entering water to assist MOB which is unsat. Make posted emergency instructions as to the actual emergency practices of the vessel and drill procedures of the crew.

Each floating waterlight must be approved in accordance with §161.010 in subchapter Q of this chapter, or other standard specified by the Commandant, including, but not limited to, approval series 160.110. Waterlight battery was not changed out yearly as per manufacturer. Change waterlight battery and mark with date of install for future examination.

To enhance protection of life and property it is mandatory that each 406.0-406.1 MHz EPIRB be registered with NOAA before installation and that information be kept up-to-date. EPIRB registration is not up to date. Renew EPIRB registration.

Vessels on a Great Lakes route must carry-Six hand red flare distress signals approved in accordance with §160.021 in subchapter Q of this chapter, or other standard specified by the Commandant, including, but not limited to, approval series 160.121; and Six hand orange smoke distress signals approved in accordance with §160.037 in subchapter Q of this chapter, or other standard specified by the Commandant. Vessel only had 4 unexpired red flare distress signals on hand. Obtain correct quantity/type of flares on board vessel.

The grab line of the life buoy shall have a minimum breaking strength of 1,350 pounds. Grab line is wasted. Replace/repair grab line as per manufacturer specifications.

Each battery installation must be protected from falling objects. No protection from falling objects provided for battery installation. Provide protection from falling objects for battery installation.

Replace Jib Boom Lifting eye that’s bent.

Provide proof of FCC Radio Safety Certificate.

Provide proof of documented sail rigging maintenance plan to include replacement intervals.

Provide current copy or excerpt of area of operation of the USCG Light List.

Provide current and updated nautical paper charts of the area of operation.

Properly secure refrigerator in accommodation space.

Provide means to properly display an anchor light of approved/appropriate design.
