The condition of the ship and its equipment shall be maintained to conform with the provisions of the present regulations to ensure that the ship in all respects will remain fit to proceed to sea without danger to ship ship or persons on board. PSCO observed wasted deck supports on forward liferaft elevated egress on port and starboard side. Deck supports no longer attaches to vessel. (74 SOLAS (0) I/11)

Garbage Plan needs to be updated to reflect the current crew procedures for handling and disposal of garbage. Crew has not been following section 2 of the plan for separating the garbage. Section 5 needs to be rewritten it indicates that the incinerator can be used while the vessel is in port. Update plan to the satisfaction of Coast Guard inspector.

Section (3) (b) of the vessels garbage plan the C/O must indicate what type (category) of garbage is being incinerated. The present and past C/O's have not been following this section of the plan. Update plan to the satisfaction of attending Coast Guard inspector.

According to the Master and C/O only oily sludge and paper were being incinerated. We found batteries, metal, asbestos gaskets and other assorted items. Items that can and cannot be burned need to be listed. According to the garbage plan the Bos'n and [name withheld] operate the incinerator. The C/E and 1st/E are the only ones that operate the incinerator. Update to satisfaction of Coast Guard.
