0615-Rescue Boat-PSCO observed while examining the port side rescue boat the electrical motor to the winch apparently had electrical malfunction and the crew refused to use the manually operated device to lower the rescue boat. It took the crew more than 30 minutes to rectify electrical motor issue, which was determined by the electrician to be a blown fuse.-SOLAS 74/78 Cons III/14.1 and III/17.4

Prior to departure have the piping cleaned from the overboard discharge valve on the skin of the ship back to the oily water separator, to include the oil content meter and sample line. Test the oily water separator with class and provide report to Coast Guard.
