While following up on over due deficiencies, found 2 un approved inspection hatches had been installed on both port and starboard hulls up forward. Starboard side had approx 1 foot of water in bilge. Any repairs, changes or new installations must have prior approval by the Coast Guard before any work is done. The hatches are not watertight. As per regulations, A hatch exposed to the weather must be watertight. You must remove the inspections hatches and either 1. replace with a watertight hatch, or 2. submit repair plan for approval and conduct repairs to make hull back to original prior to carrying passengers. 46 CFR 179.360 46 CFR 176.700

Inspector went to inspect the level of corrosion/rust on the starboard lower inboard rudder hinge bolt. Upon lightly wiping the rust under the bolt, the inner part of the bolt and nut popped out of the hull, and water began seeping in from the outside at a steady flow. Reverse side of the bolt was able to be put back in the hole to stop the flooding. During inspection of the outside hardware, the same bolt was removed from the bracket with minimal effort.
