Irrespective of build date, a vessel to which this subchapter applies must meet 181.450 if it is operating on a Coastwise or Oceans route. Vessels must have an interconnected fire detection system installed in all enclosed areas where passengers and crew have routine access. An interconnected detection and alarm system must consist of multiple-station smoke detectors listed by an NRTL, or independent laboratory accepted by the Commandant according to 46 CFR subpart 159.010, as meeting UL 217; be installed such that the actuation of alarm in one area results in both audible and visual alarms in all areas required by 46 CFR 181.405(c) or 118.400(d) to be protected by the interconnected detection and alarm system; contain an independent power source; and alarm on low power. Each ring life buoy on a vessel must be approved in accordance with § 160.050 in subchapter Q of this chapter, or other standard specified by the Commandant, including, but not limited to, approval series 160.150 The grab line shall be 3/8-inch diameter polyethylene, polypropylene, or other suitable buoyant type synthetic material having a minimum breaking strength of 1,350 pounds. Each EPIRB, other than an EPIRB in an inflatable liferaft, must be tested monthly, using the integrated test circuit and output indicator, to determine that it is operative. Each vessel that operates on the high seas, or that operates beyond three miles from the coastline of the Great Lakes, must have on board a FCC Type Accepted Category 1, 406 MHz EPIRB, installed to automatically float free and activate. To enhance protection of life and property it is mandatory that each 406.0-406.1 MHz EPIRB be registered with NOAA before installation and that information be kept up-to-date. All vessels must have navigation lights that are in compliance with the applicable sections of the International and Inland Navigation Rules. Vessel's anchor light was burnt out. //46 CFR 183.420//

A vessel that is exposed to salt water more than three months in any twelve month period since the last examination must undergo a dry dock examination and an internal structural at least once every two years. Vessel is past due for dry dock interval and cannot operate with passengers. 46CFR176.600(c)(1)

46CFR180.175(a): Each item of survival craft equipment must be of good quality, and efficient for the purpose it is intended to serve. Life float has several holes/paint damage.
