During inspection it was noted the vessel had four to five bags of cement weighing 80 pounds each being used for ballast due to out of service starboard fuel tank. Cement ballast is not noted on vessels current stability letter. Vessel must complete a simplified stability proof test IAW 46 CFR 178.330 to the satisfaction of an attending marine inspector prior to the carriage of passengers.
