a 1 inch hole on the #3 starboard side ballast tank adjacent to the #4 cargo hold was noted. Additionally, some sections of the #3 starboard side ballast tank framing were found fractured and cracked. As a result of this damage, the #4 cargo hold hatches do not provide completed weather tightness.
