Vessel's propulsion engine was inoperable and unable to run.

The owner, managing operator, or a qualified servicing facility as applicable must conduct the following inspections and tests: The owner or managing operator must provide satisfactory evidence of the required servicing to the marine inspector. If any of the equipment or records have not been properly maintained, a qualified servicing facility must perform the required inspections, maintenance procedures, and hydrostatic pressure tests. A tag issued by a qualified servicing organization, and attached to each extinguisher, may be accepted as evidence that the necessary maintenance procedures have been conducted. Vessel's portable extinguishers do not have the tags, or a service report, showing that the annual servicing has been conducted.

On a vessel of at least 7.9 meters (26 feet) in length, a visual and audible alarm must be provided at the operating station to indicate a high water level in each of the following normally unmanned spaces:(1) A space with a through-hull fitting below the deepest load waterline, such as a lazarette. Aft high water alarm was inoperable. Vessel can maintain operations until corrected by inspecting the compartment between runs.
