PSCO observed a in set in the port bow and markings along the port side of the hull from a reportable marine casualty. PSCO determined class is needed to ascertain the vessels seaworthiness and the condition of the ships structural integrity in order to determine the ship meets the criteria to safely transit with crew members on board. The OWS content meter is not capable of automatically stopping.
