uring the deck walk, PSCOs asked the [name withheld] to lower the rescue boat. The Chief and crew attempted to lower the rescue boat but PSCO's noted the internal release cable was installed improperly and was hindering the rescue boat from being lowered from inside the vessel. PSCO's continued the exam and allowed the crew a few moments to rectify the deficiency. By the time drill were conducted, the crew was able to rectify the internal cable to satisfy the ships requirements. Deficiency write up: 11104 – Rescue Boats shall be stowed in a state of continuous readiness for launching in not more than 5 MIN; Rescue boat internal release line inproperly fitted, unable to launch boat. – 74 SOLAS (97) III/14.1 /s/ [name withheld]
