46 CFR 143.205:
Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons onboard under normal and emergency conditions. The vessel's entire electrical system, both in the pilot house & engine room have been removed and the vessel no longer has means to provide electrical power either through batteries or generators. This renders all navigational safety systems, shipboard lighting, and control and monitoring of essential system alarms for detection of emergency conditions inoperable. The lack of any reliable means to provide notification when an emergency condition exists or an essential system develops problems combined with no basic navigational indicators present a serious substandard condition. The vessel must be repaired to meet all applicable standards to satisfaction of Coast Guard
marine inspectors prior to operation.
Action required: 30 - Ship detained
