Before the ship leaves port and at all times during the voyage, all life-saving appliances shall be in working order and ready for immediate use. PSCO observed STBD lifeboat was unable to start. Lifeboat was last tested on 11FEB21 without issues. The last record of maintenance was 04FEB21 when a battery needed to change.
