Primary consideration shall be given to the provision of a seaworthy hull, protection against fire, means of escape in case of sudden unexpected casualty, guards and rails in hazardous places, ventilation of closed spaces, and necessary facilities for passengers and crew. MI observed fractures in the welds of each step on the ladder on the forward port side of the vessel. This ladder is utilized for snorkeling operations for the passengers and for man overboard recovery. 46 CFR 177.01-5(a)

Vessel is equipped with a ladder for passengers to enter and exit the water. MI discovered multiple cracked welds connecting the rungs to the side rails of the ladder. 46 CFR 177.100
