Where necessary, nonconductive mats or gratings shall be provided at the front and rear of the switchboard. PSCO observed all high-voltage control panels and switchboards out on deck were lacking nonconductive mats or gratings.

PSCO observed a valve installed on the line which passed a sample from the vessel OWS to the vessels OCM. Which was not mentioned on the piping diagram provided by the ships crew or in the directions posted adjacent to the OWS. If not properely opened the valve would prevent the OCM from receiving a sample from the OWS. MARPOL I/6.4.2. Action: 40ac

Resolution: Port State Control Team witnessed operational test of OWS and matched piping to posted diagram of system.
PSCO observed on 03FEB19 and on 31DEC18, the bilge alarm showed the seperator was off during both discharge operations. However during the operation on 25NOV18 the alarm showed the seperator as on. MARPOL I/14.7 MEPC 107(49) 4.2.9. Action: 40ac
