§ 184.710 First-aid kits. A vessel must carry either a first-aid kit that meets the requirements in 46 CFR 199.175(b)(10) or a kit with equivalent contents and instructions. For equivalent kits, the contents must be stowed in a suitable, watertight container that is marked “First-Aid Kit”. A first-aid kit must be easily visible and readily available to the crew.

Make proper repairs to leaking Port Rudder Post. Rudder post was leaking excesive water.

Make proper repairs to port and starboard shaft packing to repair leaking water into bilge.

Provide 12 additional adult lifejackets to meet minimum of Total Persons allowed on Vessel - 117. Vessel was found to have 22 Adult lifejackets that were unsatisfactory for flotation due to age.

Vessel needs to provide Valid list of current crew showing proof they are enrolled in Drug Testing Program.

A vessel with more than one passenger deck must have the public address system operable from the operating station. First deck public address system not operable. The vessel will be restricted from carrying passengers after November 30, 2022 if the deficiency has not been corrected to the satisfaction of an attending Coast Guard Marine Inspector.

The master of a vessel, except a vessel listed in §185.502(a) of this part, shall keep a correct, written count of all passengers that embark on and disembark from the vessel. Prior to departing on a voyage, the passenger count must be communicated verbally or in writing, and available ashore at the vessel’s normal berthing location or with a representative of the owner or managing operator of the vessel. The passenger count shall be available to the Coast Guard upon request. Passenger count not made available to the Coast Guard upon request. The vessel will be restricted from carrying passengers after November 30, 2022 if the deficiency has not been corrected to the satisfaction of an attending Coast Guard Marine Inspector.

On a vessel of at least 7.9 meters (26 feet) in length, a visual and audible alarm must be provided at the operating station to indicate a high water level in a machinery space bilge. Visual alarm not working for the machinery space. The vessel will be restricted from carrying passengers after November 30, 2022 if the deficiency has not been corrected to the satisfaction of an attending Coast Guard Marine Inspector.

Each ring life buoy must be marked with Type II retroreflective material approved in accordance with 46 CFR 164.018 or other standard specified by the Commandant. Ring life buoy’s are missing Type II retroreflective material. The vessel will be restricted from carrying passengers after November 30, 2022 if the deficiency has not been corrected to the satisfaction of an attending Coast Guard Marine Inspector.

All vessels shall be provided with bilge pumps in accordance with Table 182.25-10(a).”S” vessels carrying more than 49 passengers, 65 feet or less shall carry 1 portable hand pump with minimum required capacity of 5 gallons per minute. Portable hand pump is not working properly. The vessel will be restricted from carrying passengers after November 30, 2022 if the deficiency has not been corrected to the satisfaction of an attending Coast Guard Marine Inspector.

Provide basic first aid and CPR training and certification in accordance with the guidelines for deckhand training found in NVIC 1-91. At least 50% members of the crew must be current in their certifications. The vessel will be restricted from carrying passengers after November 30, 2022 if the deficiency has not been corrected to the satisfaction of an attending Coast Guard Marine Inspector.

Your vessel must undergo an annual inspection within the 3 months before or after each anniversary date.Vessel failed to undergo an annual inspection by 8AUG2022 which is past the 3 month anniversary date of 8MAY2018 as required by 46CFR176.500(b)(1). Vessel must rectify deficiency prior to departure to the satisfaction of the attending Marine Inspector.

Mast stern light bezel is hazed reducing visibility.

Stern lifebuoy float light attachment line is deteriorated.

FWD second deck lifebuoy has water intrusion and needs to be renewed.

Port side removable handrail for boarding has two cracks reducing the load carrying strength.

Provide first aid kit, current one is expired and does not meet 46CFR184.710/160.041. The vessel will be restricted from carrying passengers after September 6, 2019 if the deficiency has not been corrected to the satisfaction of an attending Coast Guard Marine Inspector

Provide a Communications Act, Safety Radiotelephony Certificate in accordance with 47 CFR 80.411 to the satisfaction of an attending Coast Guard Marine Inspector. The vessel will be restricted from carrying passengers after September 6, 2019 if the deficiency has not been corrected to the satisfaction of an attending Coast Guard Marine Inspector.

Provide proof of pre-employment drug testing and enrollment in the Company's random drug testing pool in accordance with 46 CFR 16.210. Any crew are not authorized to fill any safety sensitive position on the vessel until the necessary proof of pre-employment and enrollment in the random program are received and reviewed by this office.

Vessels Fuel shutoff valves are not marked and does not meet the minimum standard of Remote fuel shutoff stations must be marked in clearly legible letters at least 25 millimeters (1 inch) high indicating purpose of the valve and direction of operation. The vessel will be restricted from carrying passengers after September 6, 2019 if the deficiency has not been corrected to the satisfaction of an attending Coast Guard Marine Inspector.

Vessels public address system in the main deck space is not working and needs to be replaced. The vessel will be restricted from carrying passengers after September 6, 2019 if the deficiency has not been corrected to the satisfaction of an attending Coast Guard Marine Inspector.

Vessel second deck loud hailer is utilizing twist on wire nuts were not being correctly used per 46CFR183.340(i) and pressure type connectors that did not meet UL 486(A) (IE. Not heat shrink connections) per 46CFR183.340(b). The vessel will be restricted from carrying passengers after September 6, 2019 if the deficiency has not been corrected to the satisfaction of an attending Coast Guard Marine Inspector

Vessel has dead end wiring second deck aft light does not meet minimum standard of protecting crew, other and the vessel from electrical hazards as required by 46CFR183.200(b). The vessel will be restricted from carrying passengers after September 6, 2019 if the deficiency has not been corrected to the satisfaction of an attending Coast Guard Marine Inspector.

Replace retro or remove from service 27 adult life jackets and 14 children life jackets identified by the CG Vessel still has enough life jackets as indicated on the COI without above lifejacket.

Passenger count was not maintained ashore. Show proof that it is maintained within 7 days.

Electrical distribution panel not marked in pilot house panel circuits to identify service. Vessel has 7 days to complete

Install hose clamp on electrical submersible pump in engine room and bilge piping system in lazzerette. Vessel has 7 days to complete.

Repair dead end wiring in forward compartment. Vessel has 7 days to complete.

Cap off unused penetration in forward compartment. Vessel has 7 days to complete.

Engine room starboard side grounding wire is broke and needs to be replaced. Vessel has 7 days to complete.

Vessels public address system in the main deck space is not working and needs to be replaced in 30 days.

Properly arrange one life ring bouy with 60 feet of life line and attach a floating water light with a lanyard that is secured around the body of the ring buoy to the satisfation of an attending Coast Guard marine inspector in accordance with 46 CFR 180.70.

Provide a current and corrected Coast Guard Light List, Volume III or an abstract of the same for the area of operation in accordance with 46 CFR 184.420(a)(3)

Demonstrate proper operation of the emergency fuel shut off in way of the starboard fuel tank to the satisfaction of an attending Coast Guard marine inspector in accordance with 46 CFR 182.455(b)(4)

Submit repair proposal for the dull due to numerous blisters indentified on the port and starboard sides. Prior to hull repair to the satisfaction of the attending MI.

Extensive porocity identified along the port and starboard side bearing house. porocity is greater than 1/4 in.

Replace port and starboard rubber bearings. prior to credit drydock.

Replace port and starboard shaft boot clamps.

Replace the serviceable floating water light in way of the Life Ring Buoy on the second deck aft. The Floating water light must be approved under 46 CFR 161.010.

Properly label the breaker panel located in the engine room on the forward bulkhead for the service for each breaker.

Properly affix retro-reflective tape on the body of the Life Ring Buoy Buoy located on the second deck aft in accordance with 46 CFR 185.604(i). 46 CFR 180.70 and 46 CFR 185.604(i)

Generator exhaust pipe between the cooling water and engine manifold is showing signs of scaling. Evaluate the condition of the pipe and submit results to the OCMI to include repair proposal if repairs are to be completed.

Properly replace expired medication on the First Aid kit and ensure contents meet meet the requirements found in Table 46CFR 160.041-4(B)

Properly repair lagging on the generator exhaust pipe to provide insulation and protection.

Ensure drills are conducted every three (03) months or prior to the vessel carrying passengers whichever occurs first & document the information. 46 CFR 185.420(a).
