Unless otherwise stated in this section, life jackets must be stored in convenient places distributed throughout accommodation spaces. Marine inspector observed 44 life jackets stowed in the stairwell used for engine room access and not accessible to passengers. Relocate life jackets to a more convenient and accessible location. Remove stenciling from engine room access door and update stenciling on new stowage location. Once complete send photos for review by the marine inspector.

Marine employers shall establish programs for the chemical testing for dangerous drugs on a random basis of crew members on inspected vessels who are required by the vessel's COI. The two crew members onboard during the inspection were not documented as being enrolled in the company's consortium. Crew members needs to be added or not utilized for such duties onboard the vessel.
