11 - Life Saving Appliances › N/A - No Subsystem › Rescue boats

All the life-saving appliances shall be kept in working order and available for immediate use before the ship leaves port and at all times during the voyage. There was a leak in one of the chambers on the collar of the rescue boat, vessel did not have the equipment to permanently repair the leak. 60 SOLAS III/4(c)

Resolved 28 May 2021
Resolution: Rescue boat turned out had a faulty air valve and small puncture on the port aft lower collar. The faulty air valve has been repaired, the puncture has been repaired IAW manufacturers instructions and the rescue boat is fully operational.

Oil residue (sludge) tanks shall be provided and: Shall be of adequate capacity, having regard to the type of machinery and length of voyage to receive the oil residues which cannot be dealt with otherwise in accordance with the requirements of this Annex. Vessel has 1.75 m3 of oil residues in storage containers on the stern of the vessel which exceeds the capacity of the .74 m3 holding tank according to vessels IOPP. The vessel has no auxiliary boiler, incinerator, or other acceptable means of disposing of sludge. Provide receipt for proper disposal of oil residues to shore side reception facility prior to departure. MARPOL I/ 12.3.1

Resolution: The Oily Water separator is fully functional. The Oil Content Meter (OCM) has been changed and 15 ppm alarm tested by the vessel.

Oil filtering equipment referred to in paragraph 1 of this regulation shall be of a design approved by the administration and shall be such as will ensure that any oily mixture discharged into the sea after passing through the system has an oil content not exceeding 15 ppm. Vessels oil content meter approved under MEPC.107 (49) listed on the IOPP was removed from the system and replace with an oil content meter approved under MEPC.60 (33). Provide oil content meter in accordance with issued IOPP prior to departure. MARPOL I/ 14.6

The oil record book Part I shall be completed on each occasion, whenever any of the following machinery space operations takes place in the ship: collection and disposal of oil residues (sludge). Vessel has 1.75 m3 of oil residues in portable containers on the stern of the vessel with no record in oil record book of collection from the machinery space or disposal to the storage containers. Additionally the portable storage containers are not an authorized means of disposal in accordance with IOPP. MARPOL I/17.1

In all classes of watertight doors indicators shall be fitted which show, at all operating stations from which the doors are not visible, whether the doors are open or close. The indicator located on the bridge for a watertight door between the steering room space and auxiliary machinery space was inoperable. 60 SOLAS II/13(f)(v)
