Resolution: Recieved class/tech report attesting to repair.
Oil filtering equipment referred to in paragraph 2 of this regulation shall comply with paragraph 6 of this regulation. In addition, it shall be provided with alarm arrangements to indicate when this level cannot be maintained. The system shall also be provided with arrangements to ensure that any discharge of oily mixtures is automatically stopped when the oil content effluent exceeds 15 ppm. In considering the design of such equipment and approvals, the administration shall have regard to the specification recommended by the organization. the arrangement on board ship for the extraction of samples from the15 ppm bilge separator discharge line to the 15 ppm bilge alarm should give a truly representative sample of the effluent with an adequate pressure and flow. The OCM was not receiving a true sample of the effluent due to a blocked discharge line.

The vessel operator of each vessel required by 33 CFR 155.720 to have transfer procedures shall maintain them current and shall require vessel personnel to use the transfer procedures for each transfer operation. During the PSC exam, ship was conducting lube oil bunkering operations. Lube began to come out of the air pipe and spilling inside the engine room on deck adjacent to the auxiliary engines.

The emergency switchboard shall be supplied during normal operation from the main switchboard by an interconnector feeder which is to be adequately protected at the main switchboard against overload and short circuit and which is to be disconnected automatically at the emergency switchboard upon failure of the main source of electrical power.
