Repairs or alterations to the hull, that affect the safety of the vessel must not be made without the approval of the [name withheld] or alterations that affect the safety of the vessel include, but are not limited to: repair of plating. The OCMI may require an inspection and testing whenever a repair or alteration is undertaken. The OCMI may give special consideration to authorizing departures from the specific requirements when unusual circumstances or arrangements warrant such departures and an equivalent level of safety is provided. The OCMI must approve any special consideration granted to a vessel. A hole was accidentally drilled through the hull plating in the starboard bow just under the chine. The owner requested a departure from the standard crop and renew insert repair, and requested to conduct a full penetration weld of the hole. The OCMI accepted the special consideration to not crop and renew. Document repair process and test weld to the satisfaction of attending Marine Inspector.
