The owner requested a departure from the standard crop and renew insert repair, and requested to conduct a full penetration weld of the hole. Prior to April 15, 2003, prove compliance with the USCG District 17 requirements to provide Inflatable Buoyant Apparatus with a capacity to accommodate 100 % of the "total persons allowed". This number is indicated on the vessel's COI.
