GULF CHALLENGER

A mechanical, manually operated device to assist in launching a survival craft must be provided if: (1) The survival craft weights more than 90.7 kilograms (200 pounds); and (2) The survival craft requires lifting more than 300 vertical millimeters (one vertical foot) to be launched. IBA on vessel is greater than 200 pounds and requires more than 1 foot vertical lift to launch.

In general the electrical source located within the vessel and distribution system shall not be grounded. On GULF CHALLENGER, the main switchboard ground detection system indicated current on the hull in excess of 6 amps. Correct NLT 27JUL21. 46 CFR 183.10-30(a)

All controls and valves for the operation of the [fixed fire extinguishing]system shall be outside the spaces protected. On GULF CHALLENGER, the gas actuated pressure switch used to secure the power ventilation to the engine room is located inside the protected space. Operator has stated that vessel can be safely and routinely operated without the use of the power ventilation fans. Must move pressure switch to a location outside the protected space and not be located in such space as might be cut off or made inaccessible in the event of fire in the space protected. This deficiency to be corrected during next drydock, but no later than 01DEC21. OPERATIONAL RESTRICTION: Engine room power ventilation must be secured at all times when vessel is operating until this deficiency is corrected. 46 CFR 181.20-15(a)

Adequate emergency lighting automatically actuated upon failure of the main lighting system shall be shall be fitted along the line of escape in vessels having lounge areas below the main deck as per 177.30-7 of this subchapter. On GULF CHALLENGER, the lighting in lounge areas below the main deck does not automatically actuate upon failure of the main lighting system. Make modifications to lighting system as necessary to ensure that it meets the entirety of this part; to be corrected during next drydock, but no later than 01DEC21. 46 CFR 184.30-5

The cognizant OCMI may require that a vessel and its equipment undergo any additional test or inspection deemed reasonable and necessary to determine that the vessel and its equipment are suitable for the service in which they are to be employed. GULF CHALLENGER COI currently prohibits carriage of passengers on overnight voyages. Operator requested to receive authorization to carry passengers on overnight voyages. Operator must: 1. Submit request to OCMI requesting authorization for overnight accommodations clause on COI, 2. Provide/implement all necessary additional required equipment and procedures IAW regulations, and 3. Make available for inspection to [name withheld] these requirements are met, vessel remains prohibited from and shall not carry passengers on overnight voyages.

Provide proper labeling for protected and storage spaces

Provide new float light battery.
