The construction and arrangement of a vessel must allow the safe operation of the vessel with terms of its COI giving consideration to provision for a seaworthy hull and protection against fire. Port side pontoon, 3rd chamber from aft has a hole in the bottom keel outboard of the channel cord aft of fwd chamber weld. Vessel is restricted from passengers until repaired and tested in the presence of the an attending marine inspector.
