The condition of its ship and its equipment shall be maintained to conform with the provisions of the present regulations to ensure that the ship in all respects will remain fit to proceed to sea without danger to the ship or persons onboard. The pilot reported that while proceeding inbound Delaware Bay, DE, the vessels main engine was unable to operate in astern propulsion. Due to not having full vessel maneuverability, the pilot anchored the vessel at Breakwater Anchorage. Prior to movement of the vessel, a causal analysis must be conducted and proper repairs completed, if needed. Coast Guard requires a class report to verify that the deficiency is fully rectified and that vessel is safe to proceed.

1671 - Satellite EPIRB - Every ship shall be provided with a Satellite Emergency Position Indicating Radio Beacon (EPIRB) which shall be capable of floating free if the ship sinks. 1581- Rudder angle indicator - During steering gear test, the rudder angle indicator on the bridge was up to 5 ' off. Master also stated the there has been a 2' deviation between rudder and main steering gear console for 6-7 months. The inner metal plates on the door of incinerator are partially missing and need to be repaired to the satisfaction of class. The cloth material is visible behind metal plates.
