During the test and inspection of the vessels steering operation, the PSCO found that while operating with system 2, the hand mode from bridge control was inoperable. In addition, when the control switch is shifted from NFU to hand mode, the rudder shifts to 10 degrees Port. Send technician report to the Coast Guard.
