A vessel must have one or more ring life buoys as follows: A vessel of more than 7.9 meters (26 feet) in length, but not more than 19.8 meters (65 feet), must carry a minimum of one life buoy of not less than 610 millimeters (24 inches) in diameter. Per COI, vessel is required one ring buoy with line attached. Ring buoy was not present at time of inspection. Require proof of approved ring buoy with line attached on board vessel to attending MI prior to carriage of passengers. [46 CFR 180.70(a)(2)]

The marine employer must have a sufficient number of alcohol testing devices readily accessible on board the vessel to determine the presence of alcohol in the system of each individual who was directly involved in the SMI. No alcohol test strips available on board at time of inspection. Require proof of alcohol test strips on board to attending MI. [46 CFR 4.06-15(a)(1)]

A vessel must carry either a first-aid kit that meets the requirements in 46 CFR 199.175(b)(10) or a kit with equivalent contents and instructions. First aid kit contained expired analgesic medication. Replace with at least 48 doses of not expired analgesic medication. [46 CFR 184.710]

The master shall conduct sufficient drills to make sure that all crew members are familiar with their duties during abandoning ship, recovery of persons who have fallen overboard, and in case of a fire onboard the vessel. The training records for man overboard and firefighting were not present. Operator is to provide proof of training for abandoning ship, recovery of persons who have fallen overboard, and in case of a fire onboard the vessel. [46CFR185.520/185.524]

Each portable fire extinguisher on a vessel must be of an approved type. The minimum number of portable fire extinguishers required on a vessel must be acceptable to the cognizant Officer in Charge, Marine Inspection, but must not be fewer than the minimum number required by table 1 to § 181.500(b) and other provisions of this section. Per COI, vessel is required to have 03 portable fire extinguishers on board. Vessel had 00 portable fire extinguishers available at time of inspection. Require proof of 03, approved type, serviced fire extinguishers to attending MI before carriage of passengers. [46 CFR 181.500(a)]

The owner, managing operator, or a qualified servicing facility must conduct inspections and maintenance in accordance with NFPA 10. Starboard forward fire extinguisher missing servicing tag/service was not conducted. Operator is to provide proof of servicing starboard forward fire extinguisher. 46CFR176.810(b)(1)

The master and crew of a vessel will be familiar with the content of and have mounted at the operating station, emergency instructions containing the actions to be taken in the event of a fire, heavy weather, or man overboard conditions. No emergency check-off list was present on the vessel. Operator is to provide proof of development of emergency instructions and mounting at the operating station. 46CFR185-510(a)

Placards containing instructions for the donning and use of the life jackets aboard the vessel must be posted in conspicuous places that are regularly accessible and visible to the crew and passengers. No life jacket donning placards were present. Operator is to acquire the appropriate life jacket donning placard for the life jackets onboard and post it for view of passengers. 46CFR185.516

46 CFR 182.530(a)(2) - On a vessel of at least 7.9 meters (26 feet) in length, a visual and audible alarm must be provided at the operating station to indicate a high water level in each of the following normally unmanned spaces: A machinery space bilge, bilge well, shaft alley bilge, or other spaces subject to flooding from sea water piping within the space. Vessels high level alarm was inoperable. Repair or replace alarm and provide evidence of an operational high level alarm to the MI.

Fixed Fire System must be of an approved type. Fire Boy not working as designed. Prove proper operation of Fireboy IAW manufacturers instructions, prior to carrying passengers.

Owner to provide fire servicing report for the portable fire extinguishers and fixed Fireboy system installed aboard the vessel.

Owner to provide two (2) portable lights.

Owner to provide and post emergency check-off procedures aboard the vessel.

Owner to provide two, 2 1/2 gallon fire buckets with lanyards of an adequate length.

Install drip pans with flame screens underneath the primary fuel filters for the propulsion engines.

Install high-level alarm/float switch within 4 inches of the bottom plating in the machinery space. Currently the high-level alarm/float switch is mounted approximately 18 inches from the bottom of the bilge, rendering the float switch ineffective.

Replace line around the circumference of the life-ring buoy.

Gasoline fume detector wired to the ignition switch. re-wire to energize when battery switch is turned on.
