01-14199- The arrangement on board the ship for the extraction of samples from the 15ppm bilge alarm should give a truly representative sample of the effluent with adequate pressure and flow. PSCO observed a valve installed in the sample extraction line. This valve is not included in the vessel's approved piping diagram. PSCO believes the installed valve in the sample line can prevent the OCM from recieving a truly representative sample of the effluent.-MARPOL 73/78 ANNEX 1 REG 14.7 / MEDC 107(49)6.2.2- 17ac

PSCO found multiple wires improperly terminated in engine room. Flourscent tube light rear of main engine and lube oil pump for generator no.1 both removed and wires only taped.
