The number of penetrations in a watertight bulkhead must be minimized. A penetration in a watertight bulkhead must be as high and as far inboard in the bulkhead as practicable, and made watertight. Vessel's machinery space bulkheads, fore and aft, had multiple penetrations that were not watertight. Bulkheads must be made watertight to the satisfaction of an attending Marine Inspector.
