On passenger decks of vessels engaged in excursion type operations, rails shall be at least 42 inches high. The space below the rail shall be fitted with bulwarks, chain link fencing, wire mesh, or the equivalent. The vessel was recently purchased by a new owner /operator and changed service from charter fishing (which requires 36 inch rail height with allowance for 12 inch spacing between courses) to excursion operations (which has the above-mentioned stricter rail height and course spacing requirements). The current railing is 42 inches tall, but has approximately 8-10 inches of open spacing between the first and second, and second and third courses. Make modifications to the rail height to come into compliance with the cited requirement. Alternatively, the requirements in "new" T [46 CFR 177.900(g)(1)] may be complied with (which allow bars, slats, rail courses, or an equivalent spaced at intervals of not more than 4 inches). Placards containing instructions for the donning and use of the life jackets aboard the vessel must be posted in conspicuous places that are regularly accessible and visible to the crew and passengers. Vessel had two types of life jackets on board, but only a donning placard for one type of lifejacket posted.

Owner/operator was unable to find his medical certificate card associated with her Merchant Mariner Credentials. The Coast Guard will issue a medical certificate to a mariner meeting the medical and physical standards for merchant mariners. 46 CFR 10.301(a)

Vessel had two portable lights onboard, but were not operable due to batteries. Replace batteries for proper operation. Each vessel must be equipped with at least two operatble portable battery lights. 46 CFR 183.430

Vessel ran new battery wires, but did not remove the old wires. Remove dead end wiring or place in electrical box for safety. 46 CFR 183.200

Vessel must undergo a renewal inspection prior to the expiration date of the COI. Vessel is overdue for COI Renewal inspection, and must conduct this inspection prior to carrying passengers. 46 CFR 176.404(b)

The battery boxes are not secured to the vessel & free to slide about. Install a means to secure the battery boxes to prevent their movement. CITE: 46 CFR §183.05-20(b) (Old T)

Vessel was due for drydocking inspection no later than December 31 2019. Make vessel available for drydock inspection prior to the carriage of passengers.

Navigation light conductors are No. 18 AWG. Replace No. 18 AWG Navigation Light conductors with No. 14 AWG or larger marine conductors.
