Vessel did not report to the nearest Coast Guard unit when it was found that the Controllable Pitch Propeller was non-operational during transit outbound Sector Miami. Subject vessel of keel laid date 1989 and ballast water capacity of 1599 cubic meter is past its compliance date per the implementation schedule in 33 CFR 151.2035(b). Vessel's current ballast water management method is exchange and discharge, which is not authorized. Vessel has no BWTS installed. Vessel is not authorized to discharge untreated ballast into U.S waters. This deficiency will not be cleared until CG examiners receive documentation that the vessel has installed a BWTS, has decided to use public water from U.S public water systems, or has updated its ballast water management plan to state that the vessel's ballast water management method in U.S waters is NO DISCHARGE. 33 CFR 151.2035 15 C
