46 CFR 182.455(b)(4) - Shutoff valves, installed so as to close against the fuel flow, must be fitted in the fuel supply lines, one at the tank connection andone at the engine end of the fuel line to stop fuel flow when serviceing accessories. The shut off at the tank must be manually operable from outside the compartment in which the valve is located, preferably from an accessible position on the weather deck. Fuel shutoff valve would not completely close.

Deck rails must be designed to and construct to withstand a point load of 200 lbs applied at any point in any direction, and a uniform load of 50 lbs per foot applied to the top rail in any direction. Port side forward railing where it joins the deck was found to be wasted and fractured.
