Each item of lifesaving equipment determined by the marine inspector to not be in serviceable condition must be repaired or replaced. MI observed 14 man life float straps holding the grab lines were significantly deteriorated and broke upon inspection. (b) . Vessel is limited to 27 passenger.

Materials and workmanship. The materials and construction of fuel lines, including pipe, tubes and hose must comply with the requirements of this paragraph. (41) Shutoff valves, installed as to close against the fuel flow, must be fitted at the fuel supply lines, the shutoff valve at the tank must be manually operable from outside the compartment in which the valve is located. MI observed the fuel supply valve only partially closing.

The owner or managing operator must provide satisfactory evidence of the required servicing to the marine inspector. If any of the equipment or records have not been properly maintained, a qualified servicing facility must perform the required inspections, maintenance procedures, and hydrostatic pressure tests. All portable fire-extinguishers on board the vessel have not had a hydrostatic test within the past 12 years, in contrast with the most recent servicing report. Provide a new servicing report for all portable extinguishers and the fixed CO2 system. 46 CFR 176.810(b)(1)(iv)

Each launching appliance and each survival craft and rescue boat on a vessel must be in good working order and ready for immediate use before the vessel leaves port and at all times when the vessel is underway. Painter line for life floats and grab lines on 12 passenger life float were observed to be worn and unserviceable. 46 CFR 185.700

ach life float and buoyant apparatus must be individually attached to the painter by a line meeting § 180.175(f)(3) (ii), (iii), and (iv) and long enough that each life float or buoyant apparatus can float without contacting any other life float or buoyant apparatus in the group. Life floats were observed to be connected to each other by a line of insufficient length to allow each life float to float free. 46 CFR 180.137

Bilge pumps must be permanently mounted. The bilge pumps in lazarette and beneath bunk room were observed to be loose and not properly mounted. 46 CFR 46 CFR 182.520(e)

Propulsion machinery shall be suitable in type and design for propulsion requirements of the hull of which it is installed and capable of operating at constant marine load. Alternator cover on starboard main engine was observed to be contacting the alternator while running and loose. 46 CFR 182.05-1

Life floats and buoyant apparatus must not be stowed in tiers more than 1,220 millimeters (4 feet) high. When stowed in tiers, the separate units must be kept apart by spacers. Life floats did not have spacers in between. 46 CFR 180.137(f)

As appropriate for the intended voyage, a vessel must carry adequate and up-to-date: Charts of large enough scale to make safe navigation possible. Vessel did not have charts on board for their entire operating area. 46 CFR 184.420(a)(1)

The master and crew of a vessel will be familiar with the content of and have mounted at the operating station, emergency instructions containing the actions to be taken in the event of fire, heavy weather, or man overboard conditions. Emergency instructions were not posted at the operating station. 46 CFR 185.510(a)

Placards containing instructions for the donning and use of the life jackets aboard the vessel must be posted in conspicuous places that are regularly accessible and visible to the crew and passengers. Placards with donning instructions were not available for two of the three types of lifejackets present on the vessel.

Masters of vessels not greater than 65 ft (19.8 m) in length must have means available, satisfactory to the Officer in Charge, Marine Inspection (OCMI), to obtain or monitor the latest marine broadcast in order to comply with the requirements of paragraph (a) of this section. No record of local notice to mariners was kept on board. 46 CFR 185.304(b)

Junction boxes, connections boxes and outlet boxes, for use in damp or wet locations shall be of watertight construction. Waterproof cover for exterior outlet was observed to be missing. 46 CFR 183.10-20.50

Bilge pump hose must be good quality, substantial construction, highly resistant to salt water, oil, heat, and vibration. The bilge pump beneath the bunk room had an inappropriate 6-inch hose connected to an acceptable hose. Replace the bilge pump hose with one continues length of acceptable hose. 46 CFR 46 CFR 182.520(f)

The marine inspector shall require that all unsafe practices and hazardous situations be corrected. Water pump for portside generator was observed to be loose and not properly mounted. 46 CFR 176.25-50

Junction boxes, connections boxes and outlet boxes, for use in damp or wet locations shall be of watertight construction. Exposed wires were observed at two junction boxes above the starboard main engine. 46 CFR 183.10-20.50

All vessels except non-self-propelled vessels shall be provided with suitable steering apparatus. Three fittings on hydraulic steering lines, one beneath the operating station and two in the lazarette, were observed to be rusted/questionable and unserviceable. Replace existing crimp on fittings. 46 CFR 182.30-1

Propulsion machinery shall be suitable in type and design for propulsion requirements of the hull of which it is installed and capable of operating at constant marine load. Wet exhaust cooling discharge line for starboard side main engine was observed to be kinked in two locations. Wet exhaust cooling discharge line for port side main engine was observed to be cracked and unserviceable.

The marine inspector shall require that all unsafe practices and hazardous situations be corrected. Batteries on port side on engine room were not secured against shifting within the box. 46 CFR 176.25-50

Each opening in an exposed weatherdeck must have a means for closing it weathertight. Hatch leading into the machinery space was found to have a wasted gasket. 46 CFR 171.122(f)

In general, compliance with the standards established by a recognized classification society will be considered satisfactory. Vessel is outfitted with two PVC vents within the steering compartment that are supported by a 4-inch PVC couplings attached to the deck. Replace vents with satisfactory material that equal the same strength as the bulkhead deck. 46 CFR 177.10-1

Beginning January 2, 2013, any small passenger vessel that does not carry a reserve power supply must carry at least one VHF handheld radiotelephone. Marine inspector observed vessel did not have VHF handheld radiotelephone. In addition, the vessel does not have a reserve power supply. Install appropriate reserve power supply or as an acceptable alternative, provide a VHF FM handheld radio with appropriate charger. The FCC issuing authority for the Radiotelephony Certificate utilized an outdated “How to Conduct an Inspection of a Small Passenger Vessel” checklist. Provide new Radiotelephony Certificate using the updated checklist, revision 2021.02.24. 47 CFR 80.917 (h)

The hailing port of the vessel must be marked on some clearly visible exterior part of the stern of the vessel. The markings required by paragraphs (a), (b), and (c) of this section, which may be made by the use of any means and materials which result in durable markings, must be made in clearly legible letters of the Latin alphabet or Arabic or Roman numerals not less than four inches in height. The hailing port on the stern of the vessel was worn and inaccurate. 46 CFR 67.123

All mattresses must comply with either: (1) The U.S. Department of Commerce ‘‘Standard for Mattress -Flammability’’ (FF 4–72.16), 16 CFR Part 1632, Subpart A and not contain polyurethane foam; or (2) IMO Resolution A.688(17) (incorporated by reference, see 46 CFR 175.600). Mattresses that are tested to this standard may contain polyurethane foam. As vessel has no overnight accommodations and no documentation was observed to meet flammability requirements, remove all mattresses on board vessel. 46 CFR 177.405(g)

The marine inspector shall require that all unsafe practices and hazardous situations be corrected. Fuel bowl missing on starboard generator. 46 CFR 176.25-50

Drills and training shall be logged or otherwise documented for review by the Coast Guard upon request. The drill entry shall include the following information: date of the drill and training; and general description of the drill scenario and training topics. MI observed that the vessel was not recording the drill scenarios in the drill log. 46 CFR 185.524(d)

When, in accordance with § 178.210 of this chapter, a vessel must be provided with a stability letter, the stability letter must be posted under glass or other suitable transparent material, such that all pages are visible, at the operating station of the vessel. MI observed that the stability letter was not posted at the operating station. 46 CFR 176.306

For alternating current generators a means for measuring frequency shall also be provided. HZ meter was not present for generators.

A vessel on an oceans, coastwise, limited coastwise, or Great Lakes route must carry—Six hand orange smoke distress signals approved in accordance with § 160.037 in subchapter Q of this chapter, or other standard specified by the Commandant. Three of the six orange smoke distress signals were observed to be expired.

The shutoff valve at the tank shall be operable from outside the tank compartment. Fuel shutoff valve cable/linkage was observed to be disconnected from the valve, rendering it inoperable.

The marine employer must have a sufficient number of alcohol testing devices readily accessible on board the vessel. Vessel alcohol testing strips were observed to be expired. 46 CFR 4.06-15

Each life jacket carried on a vessel on oceans, coastwise, or Great Lakes route, must have a life jacket light approved in accordance with § 161.012 in subchapter Q of this chapter, or other standard specified by the Commandant, including, but not limited to, approval series 160.112. Each life jacket light must be securely attached to the front shoulder area of the life jacket. MI observed that there was no lights on the required life jackets and route will be reduced from Coastwise to Limited Coastwise, amended COI to follow. 46 CFR 180.75(a)

Portable watertight containers for distress flares and smoke signals shall be of a bright color, and containers shall be clearly marked in legible contrasting letters at least 12.7 millimeters (0.5 inches) high: “DISTRESS SIGNALS”. Container for distress signals was not labeled. 46 CFR 185.614

The EPIRB test required by paragraph (a) shall be logged or otherwise documented, as applicable. EPIRB monthly test was not logged or conducted for March or April 2025. 46 CFR 185.728(c)
