1430-Aux Eng-Each Emergency Gen set arranged to be auto started shall be equipped w/ starting device approved by the Admin w/ stored energy capability of at least 3 consecutive starts. A 2nd source of energy shall be provided for an additional 3 starts within 30 min unless manual starting can be demonstrated to be effective. Primary starting done by battery, secondary means by air compressor/receiver, crew unable to start E-gen by air. 74 SOLAS(04) II-1/44.2 17c

2045-Operation Other-Ballast- This part applies to non recreational vessels, U.S. and foreign that are equipped with ballast tanks and operate in the waters of the United States, except as expressly provided in 151.2015 and 151.2020 of this part. The 200NM extension given to the vessel under 33 CFR 151.2025 expired on Jan. 1, 2018, the vessel cannot produce a new letter and does not have an approved ballast water treatment system on board. Vessel cannot discharge ballast into U.S. Waters IAW 33 CFR 151.2025 unless they discharge to a facility or another vessel. If a new extension is not provided to vessel, the vessel must submit a plan to USCG IAW 151.2025 stating how they will manage ballast water w/ NOA as well as the Ballast Water Reporting Form to NBIC. 33 CFR 151.2010 40c

Resolution: Open deficiencies on this decommissioned and scrapped vessel were administratively closed based on the objective evidence provided in Bureau Veritas’ email dated August 16, 2023. The email has been uploaded into the vessel’s documents.

0615-Rescue Boat- Rapid recovery of the rescue boat shall be possible when loaded with its full complement of persons and equipment. During a test of the rescue boat launching appliances, rescue boat brake failed and dropped boat to water. At which time the electric controls used in recovery failed. Currently, there is an exhaust leak on the Inert Gas Generator. The exhaust leak caused the PSCC's and accompanying cre to experience burning eyes and to smell exhaust. PSCO's had alarms sounding on their portable 4-gas detection meters.
