Vessel reported a fracture in #2 STBD ballast tank, 2”crack at aft side of frame 73.The leak is in the corner near the transverse frame and the longitudinal frame. 46 CFR 45.104(a)

If a vessel's voyage is less than 96 hours, then the vessel must submit an NOA before departure but at least 24 hours before arriving at the port or place of destination. While vessel was en route from Meldrum Bay, Canada to Marine City, MI a voyage of less than 96 hours, the vessel submitted their eNOA to the National Vessel Movement Center on April 21, 2025 @ 1925 EST with an ETA of April 22, 2025 @ 1300 EST. Vessel did not submit NOA before departure and at least 24 hours before arrival into the Port of Detroit.

This vessel made two port calls in the United States; Two Harbors, MN on 25 December 2024 and Muskegon, MI on 29 December 2024, and did not submit required ballast water reports within the times required. 16c

Cylinders used for containing hazardous ships stores that are compressed gases must be secured and when not in use they must be stowed in a rack in an upright position with the valve protection cap in place. PSCO observed starboard oxygen locker, port acetylene locker, and propane grill area on deck with multiple unsecured compressed gas bottles outside of rack arrangements.
