The master, owner, operator, agent or person in charge of a vessel equipped with ballast tanks that operate in the waters of the UNited States must employ one of the following ballast water manangement methods listed in 33CFR151.2025. Vessel currently is using method (3) Perform completeballast water exchange in an Area 200 NM from any shore prior to discharging ballast water, unless the vessel is required to emply an approved BWMS per the schedule found in 33CFR151.2035(B). Vessel is not athorized to employ this method as the vessel completed a scheduled dry-dock in July 2019 and failed to install a BWMS. Vessel is prohibited from discharging ballast water in United States Waters. 33CFR 1551.2025, C

The machinery, boilers, and other pressure vessels, associated piping systems and fittings shall be of a design and construction adequate for the service for which they are intended and shall be so installed and protected as to reduce to a minimum any danger to persons onboard, due regard being paid to moving parts, hot surfaces and other hazards. The design shall have regard materials used in construction, the purpose for which the equipment is intended, the working condition. To which it will be subjected and the environmental conditions onboard. PSCO observed fuel leaks on #3 injectors on generator. C/E states parts are onboard for repair. Every ship of 400 gross tonnage and above, and every ship which is certified to carry 15 or more persons, and fixed or floating platforms shall carry a garbage management plan which the crew shall follow. This plan shall provide written procedures for minimizing, collecting, storing, processing, and disposing of garbage, including the use of the equipment on board. It shall also designate the person or persons in charge of carrying out the plan. Such a plan shall be based on teh guidelines developed by the Organization and written in the working language of the crew. PSCO observed a failed update to the garbage management plan.
