When a deck scuttle serves as a means of escape, it must not be less than 18 inches in diameter and musty be fitted with a quick acting release and a holdback device to hold the scuttle in the open position. Means of escape which is not readily apparent to a person from both inside and outside the space must be adequately marked with 2 inch letters "EMERGENCY EXIT KEEP CLEAR." Means of escape hatch not labeled properly and hold back device does not operate properly. Discrepancies shall be rectified prior to the carriage of passengers overnight. 46CFR177.500
